Project 3477 โ€“ Tender for the provision of an interactive service for Smoking Cessation Support to the HSE

Health Service Executive (HSE)

The Health Service Executive invites tender responses from suppliers who wish to participate in a tender competition for the provision of an Interactive Service for Smoking Cessation Support to the HSE.
The Tobacco Control Framework Implementation Group undertook a scoping exercise to determine requirements in relation to the provision of an ICT based smoking cessation support service (helpline, social media and online). There is a need to alter the service provision from the current helpline model (National Smokers' Quitline) to the QUITlink model outlined in the service specification.
The current National Smokers Quitline is a national telephone service that provides information, advice and support to callers to the Quitline who want to quit smoking.
Currently there are two separate service components that comprise the National Quitline Call service:
โ€” The first line call service,
โ€” The Counselling service.
The objective of the new interactive QUITlink service is to convert contacts from smokers into quit attempts by functioning as a one-stop-shop linking new and returning clients to cessation supports and advice. It will also provide information to those seeking details and support on a smoker's behalf.
Individual smokers or those seeking information and support on a smoker's behalf will access QUITlink via phone (1800-freephone number)/email/facebook/Twitter/SMS etc. Health Professionals such as GP's, Practice Nurses, Pharmacists, Hospital staff will refer smokers to QUITlink via email/fax/phone/letter.
Smokers contacting QUITlink themselves will be offered a range of supports including QUITpack, QUITplan, and QUITsupport).
Referrals from Health Professionals will be forwarded by the service provider to the QUITsupport or existing local HSE Smoking Cessation Counselling services for intensive cessation support. Please refer to the tender documents for all further details.
