Title attributed to the contract by the contracting authority: Invitation to Tender for Survey Related Services. The University wishes to invite tenders upon the terms and conditions of the 'Invitation to Tender' document and framework agreement attached to the contract notice at www.etenders.gov.ie for the provision of Survey Related Services. The framework agreement may comprise of Interviews, Sampling, Fielding, Coding, Data Entry and Archiving Services (“Survey Related Services”). UCD intends to put in place Framework agreement/s with a number of service providers for the provision of professional services relating to Survey Related Services as they arise over the period of the agreement/s. The Framework agreement/s may be awarded to three or more service providers, should circumstances dictate, selected following a competitive process. The framework agreement will be for a period of up to four years. Generally with a Framework Agreement some elements of the requirement, for example precise specification and quantity will not be fully established at the start of the agreement. A full list of surveys, which will be required over the agreement period is not available. An initial contract for the sampling and fieldwork for the European Social Survey (ESS), round 4 will be awarded following this tender process. Further surveys will be awarded by either direct purchase or following a mini-tender process involving all of the members of the framework agreement. Bidders will be admitted to the framework agreement based on their tender for the initial contract. The overall agreement may comprise of three Lots: Lot 1 - The construction of a sampling frame. Lot 2 - The Fieldwork including data preparation. Lot 3 – Archiving (may not always be required).
