Title attributed to the contract by the contracting authority: Laboratory Information Management System Solution. The Medical Bureau of Road Safety (Bureau/MBRS) invites expressions of interest from suppliers to supply, install, design, configure, test, validate, implement and support a laboratory information management system for the Bureau. The Medical Bureau of Road Safety is the statutory corporate body responsible for chemical testing of intoxicants in driving in Ireland. The Bureau utilises the premises and staff of University College Dublin provided under agreement with the University. The Bureau is governed by a Board and a Director appointed by the Minister for Transport. It receives its finances from an annual grant out of the vote for the Department of Transport. University College Dublin is the largest university in Ireland with five colleges and thirty-five schools offering a comprehensive range of undergraduate and postgraduate programmes. The main campus of the university is situated at Belfield about 5 km to the south of the centre of Dublin. The University is acting on behalf of the MBRS. Where ‘University’ or ‘UCD’ or ‘Buyer’ is mentioned throughout this document, MBRS is inferred. The successful supplier will be required to contract with the MBRS. This competition is to select a single supplier to provide laboratory information management system product and services. It is being conducted under the “restricted procedure” rules governing public procurement in operation within EU Member States. The award of the contract will involve two competitive processes, the first a process to select eligible candidates, the second an award process involving only those who have been pre-selected.
