The specific scope of the Project is the design, development, implementation and operation of an integrated Commercial Vehicle Information System (โ€˜CoVISโ€™) to support the Commercial Vehicle Roadworthiness (โ€˜CVRโ€™) Reform Programme. The CVR Reform Programme will see the RSA taking overall responsibility for the commercial vehicle roadworthiness regime from the Local Authorities. In addition the CVR Reform Programme will also see the implementation of circa 20 improvements across the following key areas: Operator compliance and test centre licensing and compliance; Roadside enforcement and Information technology and management information systems. The provision and use of enhancements in both information technology and management information systems is essential to enable and underpin the CVR Reform Programme.

Short description:
The Road Safety Authority requires Information & Communications Technology services for the design, development, implementation and operation of an intergrated ICT system to support the Commercial Vehicle Roadworthiness Reform Programme.

Description of options:
1) Implementation and Management of an "End to End" document production and dispatch system, incorporating appropriate security features.
2) Project management, integration and implementation of fixed and mobile enforcement equipment.
3) Procurement and implementation of fixed & mobile enforcement Equipment.
4) The contracting Authority reserves the right to extend the duration of the contract for two further periods beyond the duration set out in II.3, each such period being up to 1 year.

Suitability to pursue the professional activity:

(1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
