Framework agreement with several operators
Description
In the case of framework agreements, provide justification for any duration exceeding 4 years:
The framework agreement will be awarded for 10 years, as catered for under Art.33.1 of Directive 2014/ 24/EU, with an estimated value of up to €81M for all call-off contracts within the framework. This includes existing clients and potential new clients. It is emphasized, however, that this figure is provided strictly for indicative purposes only as there is no guaranteed expenditure under the framework agreement. The justification for the extended framework duration is based on the following: EduCampus is brokering a solution from which any of the Higher Education institutions in Ireland can avail of; The FMS requires integration with many systems in the various EduCampus client community systems; Significant transition period for these major deployments across the EduCampus client base to ensure stable and secure implementation and integration; The amount of ongoing business, process and technology change within the Higher Education sector, major deployments/transitions can be disruptive and detrimental to EduCampus clients and their stakeholders. Complex projects such as these can take considerable time to both implement and furnish additional enhancements so that clients can benefit not just from a value for money point of view but also from increased efficiencies for their business needs; Such systems are generally embedded in an organisation and tendering for a reduced period would not make business or economic sense. Given the complex IT security elements that are required, any lesser term arrangement has the potential to be disruptive and detrimental to EduCampus clients and their stakeholders.
