The National Finance Division (NFD) carry accountability and responsibility for implementation of the Finance Reform Programme aligned to Sláintecare. The NFD drives continuous improvement consistent with Sláintecare, the Finance Reform Programme and the new Finance Operating Model i.e. the Integrated Financial Management and Procurement System (IFMS). This proposal is to procure and implement a clinical coding Data Quality Assessment Tool for the Hospital In-Patient Enquiry (HIPE) information system. The Healthcare Pricing Office seeks to acquire a Data Quality Assessment Tool to objectively assess the quality of HIPE coded data, for all hospitals who record and submit HIPE data that allows on-going measurement of data quality at hospital, regional and national level. The tool will need to interface with existing HIPE tools such as the HIPE Portal, which is developed and managed by the HPO. The tool should allow hospitals to review and improve their own data before submission to the central/ national file, allowing review by coder and by consultant, thereby improving the data quality at source.
