The Department of Justice is the Department of State with overall responsibility for public policy and administration in respect of justice, public safety, civil law, national security, and immigration issues. The IM and T Division within the DOJ operates a shared service, with roughly 3,200 users on a centralised build to share platform. DOJ has been using IBM software since the early 1990s when the first Lotus Notes Databases were developed and deployed for use. Since then, IBM software has remained central to the operation of its IT network and IM and T Division has bought new software and paid an annual subscription and support fee on critical software products via a reseller. In 2023 DOJ decided to carry out an in-depth audit of its IBM and HCL licensing estate and a 3rd party was engaged to do this. The work was completed in early 2023 and the results of same form the basis for the requirements in this Request for Tender. DOJ is seeking to establish a framework for the provision of IBM and HCL reseller services to: 1. purchase new licences; 2. reinstate licences; and 3. renew subscription and support on its current suite of IBM and HCL Software licences under its licensing agreements.
