Description of the procurement
As part of IEโs strategy with regard to on track machines, it is now proposed to commence the pre-qualification process to identify a number of suitably qualified candidates to participate in the tender for the supply of a rail mounted crane. The contract will also include for the necessary training in the operation and maintenance of the machine to In-house IE staff and external contracting personnel.
The rail mounted crane must:
โ be capable of being self-propelled or towed to work sites by an IE Loco or other IE On-Track Rail mounted Machines,
โ be capable of working on IEโs Infrastructure Permanent Way Gauge for On-Track Machines with a track gauge of 1 600 mm,
โ be capable of carry loads to a maximum of 25 tonnes while transiting on-track,
โ be capable of carrying loads and operate on track with the adjacent line open to live traffic.
The crane shall be designed to ensure no interference or fouling of the adjacent line while in working mode.
โ be capable of undertaking a number of activities which include but are not limited to the following:
(i) track relaying with concrete or timber panels;
(ii) installation of P&C layouts;
(iii) bridge unit installations;
(iv) line side drilling/pilling, etc.
โ be designed, manufactured, tested and delivered accordance with EN 14033-1, EN 14033-2 and EN14033-3 and all related standards,
โ be a CE marked vehicle complete with a declaration of conformity with all applicable directives,
โ comply with all relevant Technical Standards for Interoperability (TSIโs).
Attachment options, may also form part of the contract, such as:
โ remotely controlled hydraulic panel rail grab beam,
โ rotary head,
โ drilling piling head.
Other innovations or enhancements may also be considered.
The winning contractor will be required to participate and co-operate with IEโs safety validation process and Commission for Railway Regulation (CRR) approval for introducing new equipment on to IEโs network.
