Health Service Executive (HSE)

The HSE currently uses SAP HR to provide management and administrative services for over 143 000 employees and pensioners. The system records personnel administration data for over 106 000 active employees. It also records time and processes pay and travel expenses for over 41 000 of these employees.
The SAP HR solution was rolled out in 2 phases, Phase 1 and Phase 2.
Phase 1 was implemented across 7 sites and had the following SAP HR modules.
Deployed:
โ€” Organisation Management (OM),
โ€” Personnel Administration (PA),
โ€” Training and Events (T&E).
Phase 1 sites included most of the basic SAP HR modules for the management of personnel data and records.
Phase 2 sites (comprised of 4 of the existing Phase 1 sites) introduced additional functionality to the OM, PA and T&E modules and had the following additional modules deployed:

โ€” travel (bespoke solution),
โ€” FICO.

Short description:
Phase 2 facilitates the payment of employees based on a combination of the time worked, as recorded on the system, and the various payment rules associated with each grade. The Phase 2 sites process travel expenses based on approved travel claims.
To reduce maintenance costs and total cost of ownership, the configuration developed for Phase 1 and Phase 2 was merged in 2010. This brought the OM, PA and T&E configuration in line across all 7 sites. In addition some elements of the Time module, primarily concerned with absence recording, have been incorporated in the North East, West and East sites over the last number of years.

Essentially all the original sites are now Phase 2 sites with some differences in the SAP modules deployed. Phase 2 sites are currently differentiated as either Phase 2 payroll or Phase 2 non-payroll sites.
Over the last number of years additional sites have been migrated over to the HPSA SAP HR/Payroll solution including Tusla โ€” the Child and Family Agency, Tallaght Hospital, Crumlin Hospital for Sick Children and Our Ladies Hospice, Dublin.
