Limerick and Clare Education and Training Board (LCETB) wishes to establish a Single Party Framework Agreement for Project Management and Energy Consultancy / Audit Services.
Following a successful application to the EEEF (European Energy Efficiency Fund) for Technical Assistance to carry out a full Energy Audit of all LCETB schools and Centres and to develop an energy management system, we are now inviting applications from suitably qualified professionals to be considered for the tender to oversee the design and development of this project.
The aim of this project is to develop an energy management system (EnMS), based on continuous improvement methodologies, that will sustain energy, environmental and cost performance improvements, throughout the organisation.
Cost, energy and environmental reduction targets need to be aligned to national and international 2020 targets. The development of a structured energy management system will help LCETB to ensure that a continuous energy performance improvement methodology is fostered, promoted and nourished in the short, medium and long term.
Energy audits will need to be carried out at each of the buildings/centres, a strategic energy management action plan (Energy MAP) has to be developed and the exact cost and preferred suppliers to implement the projects has to be attained.
Following the energy audits and Energy MAP the common energy efficiency technologies and techniques that will be required has to be developed into an organisation wide energy management system. Renewable energy studies may also need to be carried out at appropriate sites.

Justification for framework agreement duration over four years:
It is recognised that the maximum period of a framework agreement should not exceed four years, โ€œsave in exceptional circumstances duly justified in particular by the subject matter of the framework agreementโ€. In this particular instance, the European Energy Efficiency Fund may extend over 6 years and it is therefore concluded that the framework should also extend over a similar period, in the interests of good business and sound administration.

Justification of the accelerated procedure:
Due to time constraints on the project, LCETB will employ a competitive accelerated restricted procedure provided for in Directive 2004/18/EC in order to establish the framework.
