Criterion: 1. The quality of the proposal and demonstrated understanding of the the requirements of the National Library as set out in this RFT (the sample records returned with the proposal will be included in this assessment) (40 %)
2. The quality, quantity and balance of the project structure and team proposed for the project (10 %)
3. The project management methodology proposed and the project plan (10 %)
4. The quality assurance and issue tracking methodologies proposed (10 %)
5. Total cost of the proposal broken down as described at section 4.8โ€“ desireable requirements will be costed on the basis of an estimated 10 000 number of records. (30 %)
7. Tenderers should note that they must achieve a minimum rating of 60 % for each of the individual qualitative criteria in order to avoid elimination from the competition.
8. In relation to the cost criterion tenders will be scored in inverse proportion to the minimum score which will be allocated to the lowest cost tender not previously eliminated on qualitive grounds

This procuring authority will not conclude a reviewable public contract to which a standstill period applies in accordance with the Irish Statutory Instrument SI 130 of 2010 until after the expiry of the standstill period which commences following the notification of concerned candidates and tenderers.
