Suitability to pursue the professional activity:

(2) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

(3) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.

(4) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law or of the relevant State in which the candidate is established

(5) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law or of the relevant State in which the economic operator is established.

The tenderer should provide sufficient information to demonstrate its ability to continue as a going concern. If requested, the tenderer must provide audited financial statements for the last 3 full financial years.

Technical and professional ability:

(1) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;

(2) A check may be carried out by the contracting authority or by a competent official body of the state in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures;

(3) A statement of the candidate's technical facilities; measures for ensuring quality; and their study and research facilities;

(4) A list of works carried out over the past 5 years, detailing the value of the consideration received; when and where the work or works were carried out; and whether they were carried out according to the rules of the trade or profession and properly completed.

2. The quality, quantity and balance of the project structure and team proposed for the project (10 %)
3. The project management methodology proposed and the project plan (10 %)
4. The quality assurance and issue tracking methodologies proposed (10 %)
5. Total cost of the proposal broken down as described at section 4.8– desireable requirements will be costed on the basis of an estimated 10 000 number of records. (30 %)
7. Tenderers should note that they must achieve a minimum rating of 60 % for each of the individual qualitative criteria in order to avoid elimination from the competition.
8. In relation to the cost criterion tenders will be scored in inverse proportion to the minimum score which will be allocated to the lowest cost tender not previously eliminated on qualitive grounds

This procuring authority will not conclude a reviewable public contract to which a standstill period applies in accordance with the Irish Statutory Instrument SI 130 of 2010 until after the expiry of the standstill period which commences following the notification of concerned candidates and tenderers.
