Title attributed to the contract by the contracting authority: Framework of multiple suppliers for the provision of fixed voice and Voice Over IP services. The Department of Finance intends to establish a framework of multiple providers for the provision of fixed voice and Voice Over IP (VOIP) services. The framework will be available for use by all civil service and non-commercial public service bodies on a discretionary basis. In this regard, the Department of Finance maintains a list of over five thousand non-commercial public sector bodies that includes bodies in central government, the local authority sector, the health sector, the justice sector, the education sector, the defence forces, and non-commercial semi-state agencies. The uptake of services and the timing of same will be at the discretion of each individual public body. No obligation will exist on customers to purchase any quantity of any service or product under this drawdown facility. Customers will also remain free to source fixed voice and VOIP services in part or in whole outside this facility at their own discretion. Precise details of requirements, the tendering procedures, and the precise number of providers to be qualified are set out in this Contract Notice. The Department will hold a general briefing session on this competition at 2:30 p.m. (local time) on Tuesday, 2.12.2008 in Lansdowne House, Lansdowne Rd., Dublin 4. This briefing session will be open to all registered interested parties that notify the Department of their intention to attend, together with a list of the names of attendees, by 17:00 on Friday, 28.11.2008. Any requests for information/clarification and notifications of attendance at the briefing session should be submitted by email only to Mr. Michael Moone at gn@gov.ie. Tenders must be submitted electronically to the tender postbox set up for this competition on www.etenders.gov.ie. Tenders will not be accepted by any other means. The closing date and time for tender submission is 12:00 Local Time on Tuesday, 23.12.2008. The tender postbox will not accept submissions after that time on that date. Tenders must be submitted in PDF, OpenOffice or Microsoft Office formats. Submissions will be checked to ensure that they are free from viruses. Incomplete tenders or tenders with corrupt files will be rejected. Tenders may be submitted in multiple files – please note there is a 2Mb size limit on each file. All file names should begin with the four characters “FVFA” and should include the Company/Consortium Name.
