The Commission for Energy Regulation (“the Commission”) and the Northern Ireland Authority for Utility Regulation (“the Authority”), collectively known as the Regulatory Authorities in conjunction with industry, have implemented an All Island wholesale electricity market – the Single Electricity Market (“SEM”) – which went live on November first 2007. The Regulatory Authorities are carrying out a consultation process under the auspices of the SEM Committee (“the SEMC”) in the context of the SEMC’s legal duties and functions. In February of 2008 the Regulatory Authorities published a discussion paper (SEM/08/002) regarding the treatment of wind in the SEM. This paper raised potential issues arising from increasing penetrations of wind on the all island system in the context of the SEM Trading and Settlement Code (the TSC) and system operation. This paper represents the first step in a consultation process where subsequent papers will address specific, key issues as identified. This contract notice specifies the technical/economic professional consultancy support required to the end of August 2009 by the Regulatory Authorities on the principles underlying the dispatch of the all island system and associated pricing issues under the Trading and Settlement Code.
