Title attributed to the contract by the contracting authority: Supply & Implementation of a Property Management System. Shannon Development requires a Property Management system to manage its extensive property portfolio. It currently uses a bespoke system to manage the buildings and land registers, and leasing module. All costs are held in our financial system - Sun Accounts. These bespoke systems were designed/ developed many years ago and are written in a mix of Vax Basic and Powerhouse and are running on a Vax 11-750. Due to changing requirements and changes in personnel over the years, a lot of information is now held in spreadsheets on shared drives therefore making it difficult to pull together all information in relation to a site or building. Shannon Development is looking for a system that will integrate Land, Buildings and Infrastructure into an overall portfolio. From this base we need to be able to manage leases, licence agreements, service charges, maintenance, acquisitions and disposals. The following is an indication of some of the areas we wish to include in the new system : Land. — Shannon Development will need to be able to identify both our own land and land which we have sold, — Acquisitions of land and disposal of land whether half acre site in a business park or the complete business park, — Recording of acreage and costs for land & Infrastructure and calculation of depreciation on infrastructure. Buildings. — Shannon Development need to manage a variety of building types, ranging from 99,000 sq ft stand alone building to individual units of 100 sq ft within a multi-tenant building, — Acquisitions and disposals of buildings, — Manage occupancy, conditions of buildings, measurements, insurance etc, — Shannon Development will also need to record information on buildings within our business parks owned by third parties in order to manage service charges, — Recording of costs and calculation of depreciation on buildings. Leasing. — Shannon Development leases buildings, units and offices by way of either lease or licence agreement to tenants. This process needs to be managed from the initial enquiry through to the management of the renewal or termination process, — Retention of lease history for each property. Forecasting. — Facility to prepare forecasts of rental income and service charges by property based on different assumptions over a specified period. Maintenance. — Shannon Development needs to be able to manage planned maintenance and also to be responsive to day to day maintenance issues. The costs should be recorded in such a way that recoverable costs can be recharged by way of service charge to tenants and companies within our business parks if applicable. Construction. — Shannon Development are involved in construction work within our business parks for example developing our Knowledge Networks sites and also our ETown concept in various locations. There is a need to be able to manage Consultants and Contractors panels, tendering process, work-in-progress, budgets and admin. Integration. — The system should be able to provide a file for import to Sun Accounts with the relevant financial transactions, and should integrate with outlook for email. Legislation. — The system must comply with all Irish legislation. The Property Management system will be an integral part of the overall Shannon Development systems and should ideally maximize revenue generating opportunities for the Company and should integrate with our financial and other systems.
