Railway Procurement Agency (RPA) ("the Employer") is the Government Agency responsible for the provision of Light Rail, Metro and Integrated Ticketing Services in Ireland. As par of the Integrated Ticketing Project, RPA seeks technical and implementation advice for the phased implementation to commence following completion of the build of the back office systems. ITS smart cards shall be introduced on one operatorโs service before being rolled out across all operators once the extensive testing phase has been completed. The ITS smart card will be capable of holding an electronic purse alongside a number of transport tickets (period passes etc) and will enable transport users to move seamlessly between and within public transport modes in the Greater Dublin Area. In preparation of the roll out several operators are involved in integration activities to ensure their ticketing equipment can process ITS smart cards and fully supports the functionality of the ITS. Technical advice sought under this contract will include specific advice on applying smart card technology to ticketing in public transport, integrating smart card ticketing equipment into a single scheme, security advice in the deployment and operation of smart card reading devices and associated systems, deploying and operating clearing house functionality, smart card issuance and management systems, system integrity and performance and exploiting the system to maximise the benefits to participants. Implementation advice will include roll out programme development, developing an appropriate customer offering, migrating current ticket products and smart card schemes into the ITS, evaluating the potential for the ITS to adopt new technologies, in particular contactless banking and Near Field Communications and advice on exploiting the use of the functionality of the scheme to enhance customer experience and reduce operating costs. It is envisaged that a shortlist of candidates between 3 and 7 will be invited to tender.
