FÁS, the Training and Employment Authority was established in January 1988 under the Labour Services Act 1987. Its functions include the operation of training and employment programmes, the provision of an employment/recruitment service and an advisory and support service for business. FÁS has a staff complement of approximately 2 300 people and a network of offices and training centres throughout the country. Employment Services Support Unit Head Office (ESSU). ESSU is responsible in developing and reviewing Employment Services’ policies, products and standards, to support the delivery of the dual-stranded National Employment Service and to provide a range of on-going supports to Employment Services in Regions. The FÁS Statement of Strategy 2006–2009 outlined that the FÁS Employment Services would be the gateway to all labour market services. It is important to clarify the concept of “Gateway” in the context of providing consistent standards of service to job-seekers and employers and of the need to focus on the individual by providing the appropriate level of support to facilitate entry/re-entry into the active labour market. This will also enable a more efficient means of capturing information that may subsequently be used to inform programme development. Gateway, therefore, is an access point to all labour market services for individuals and to the vacancy-handling service for employers. Foras Áiseanna Saothair (FÁS) has a network of 64 Employment Offices and 20 Training Centres throughout the country. FÁS Employment Services, through its network of these offices, is the access point to all FÁS training and employment programmes for job-seekers. FÁS Employment Services is also a referral point to the full range of labour market services and information for all jobseekers and employers.
