Title attributed to the contract by the contracting authority: Website Design, Development and Hosting. An Post National Lottery Company is licensed to operate the National Lottery by the Minister for Finance on the Minister's behalf in accordance with the National Lottery Act 1986. The term of the current licence expires on 31.12.2010. The National Lottery commenced operations in March 1987 with the purpose of operating a world-class lottery for the people of Ireland, raising funds for good causes, on behalf of the Government. The National Lottery is responsible for a number of Lottery games including twice-weekly Lotto draws and associated games, a range of scratch card games, EuroMillions, TellyBingo and TV game shows. The National Lottery now wish to award a contract for a Website Design, Development and Hosting Project requiring the following services: - Long term strategy planning - Assisting the National Lottery in the development of its long term digital strategy, particularly for online games on internet and mobile phones. - Technical consultancy - Providing advice on all capacity and technical requirements to enable the optimum website for the National Lottery taking into account ongoing updating through game innovation. - Design consultancy - Designing a best in class website that provides a platform for consumers to access and play online games as well as being updated on lottery results, events, advertising, sponsorship etc. - Accessibility and usability consultancy - Allowing the National Lottery to access the widest possible user base of potential players. - Content Management - Providing content that both updates users on Lottery results and new games but also entertains and engages consumers online. - Campaign Planning - Devising and implementing an online marketing strategy for the National Lottery. - Customer Relationship Management Programme - Devising and implementing a CRM strategy that enables the National Lottery to build, manage, maintain and utilize an optimum customer database. - Traffic Analysis - Providing ongoing measurements of traffic through The National Lottery website and tracking site performance with key audiences and evaluating return on investment. - Operational and Disaster Recovery - providing a capability to ensure continuous user access to the primary website in the event of technical problems and operational downtime. The project will extend over a period of at least three years (see II.2.2 below).
