Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001. It is a commercial semi-state body which took over the functions previously carried out by the Irish Horse Racing Authority. HRI is responsible for the administration and control of Horse Racing in Ireland. HRI now wishes to develop a new Racing Administration IT System to manage all aspects of the Racing function including Race Programmes, Entries and Declarations, Registrations and Publications. The new system will replace the current Administration and Minitel systems. The system will be developed in two stages: 1. Preparing a detailed functional and technical specification for the system 2. Development and implementation of the system solution The objective of this Invitation to Tender is to appoint a supplier to assist HRI in drawing up a detailed functional and technical specification for the proposed IT system.
