The Department of Justice proposes to engage in a competitive process for the establishment of a single-party framework agreement for the provision of ICT Systems and Related Services - Case Management Development Platform, Solution Development Services and Operational Support. It is expected that the solution(s) acquired as a consequence of this procurement process will be delivered via public Cloud technologies. In devising appropriate solutions, it is expected that the successful tenderer will initially work with the Department of Justice team to provide consultancy services including analysing and documenting specifications of the detailed requirements for the required solution(s) on a minimum-viable-product basis (MVP) across prioritised functional areas. The Contracting Authority will require solutions to support the following indicative areas of activity and features which are non-exhaustive and subject to timelines connected to the ISD Modernisation Programme, Implementation of the Departmentโ€™s Justice Plan and ICT Strategy, funding and governance arrangements, and the securing of internal personnel and resources. Some indicative areas for which solutions are required include: 1. Development, implementation and provision of a core, enterprise level case management platform which is to be delivered via public Cloud technologies. This will include; a. a system of record and single source of data for managing the customer and case related data, b. a unified front-end for staff access with role-based access to support multiple business areas and scheme types while ensuring required data security is maintained, c. a best in class (integrated) front-end for registrant access facilitating effective and efficient two-way user engagement between Contracting Authority and its user communities (This will include a range of different user types with different requirements and access levels and rights), d. a range of self-service options accessible through the user front end and other channels, which will be defined throughout the lifetime of the implementation, e. an application solution capable of supporting multiple disparate application types, f. a case tracking, processing, and progression solution capable of supporting multiple disparate case and workflow types, With regard to licencing it is recognised that solutions proposed by participants during the dialogues / offered at tender stage, may involve software licencing solutions not owned by the participant, where the Department may need to contract separately. Depending on the platform(s) selected, the Department reserves the right to procure licenses either under existing enterprise agreements or through existing government frameworks if they are in place, or under this contract, even where it may involve the award of separate contractual arrangements on foot of this competitive process. (a) The embedded and strategic nature of the proposed ICT systems amounts to a core enterprise system and requires the development of significant knowledge, learning and familiarity for successful operation on behalf of the vendor and the Department, the replacement and transition from such systems in a shorter period of time would cause significant disruption to the workings of the Department and the delivery of services for the relevant industry and members of the public reliant on such services. (b) the financial cost for The Contracting Authority in designing and implementing the ICT system will amount to a significant investment and this investment could not be optimised or the necessary return achieved if the replacement of the system and transitioning from same was required in a shorter time period and would not represent value for money on behalf of the taxpayer..
