Title attributed to the contract by the contracting entity: All Island TSO Facilitation of Renewables Studies. To meet the Renewable Energy Sources EU policy for the consumption of energy, both in Ireland and Northern Ireland, will require significant changes to the existing portfolio of generation and networks by 2020. This transformation will present significant technical challenges to both system operators. It is essential to understand the fundamental issues underpinning this transformation in order to develop an appropriate operational paradigm to manage. A significant All Island Grid study has already been performed and this indicated that a renewable target of 42 % by 2020 may be technically feasible. However a number of important caveats remain. EirGrid and SONI wish to use this benchmarking All Island Grid study as a platform to better understand the remaining caveats. EirGrid plc, the system operator for the Republic of Ireland and SONI the system operator for Northern Ireland would like to contract suitably qualified and experienced consultants to undertake technical studies in respect of the operation and management of the all island system of Ireland with increasing levels of renewable generation sources. This work will be contracted for as a number of lots. The consultant may bid for one or more of these lots as follows: Lot 1: Technical Studies. In order to better understand the behaviour of the power system with large amounts of wind power various technical studies are required; Lot 2: Frequency Response of the System. Studies are required to determine the impact of wind power on the performance of the system following a generation or load loss event; Lot 3: Operational Requirements. The objective of this lot is to consider the investigations from Lots 1 and 2 in conjunction with the characteristics of all generation and load in order to determine the necessary operational and system development strategies which are required to operate the power system with large amounts of wind power; Lot 4: All Lots. Technical Studies, Lot 2: Frequency Response of the System and Lot 3: Operational Requirements above to be handled as a single turnkey project.
