Invitation for expressions of interest Procurement of 3-Dimensional urban model South Dublin County Council wishes to procure a 3-Dimensional Digital Urban Model of Tallaght Town Centre. Tallaght Town Centre has been chosen as a pilot area further to the recent adoption of the Tallaght Town Centre Local Area Plan. The model is to be used to assist in the future planning and sustainable development of the Plan area. It is envisaged that the model may later be expanded for the development of compatible models for other areas of the county. Expressions of Interest are invited from suitably qualified organisations which may comprise consortia and/or academic institutions who have experience in 3-D modelling and who have been involved in the delivery of 3-D models to either the public or private sector. The model should consist of the following basic elements. - The present day environment, including developments which are currently under construction and for which planning permission has been granted. This model must be adaptable so that it can be updated to illustrate development proposals as they are received and planning permissions as they are implemented. - South Dublin County Council's vision for the future growth of the town centre as presented in the Town Centre Local Area Plan. Purpose of Model The principal aim of the Model is to enable all interested parties including the general public, elected members, developers, architects, council staff and other government agencies to gain a greater understanding of the complex planning and urban design issues involved in the sustainable development of Tallaght Town Centre. As such, the 3-D model must: - Present information in a clearly digestible and readily accessible form. - Operate in a 'user friendly' manner. - Provide an interactive, engaging and educational experience. - Be visually engaging so as to attract interest and promote the Town Centre. - Be of sufficient quality so as to operate as a marketing tool for the Council's vision of the Town Centre. - Be sufficiently adaptable to reflect ongoing change. - Be sufficiently accurate to allow detailed assessment of development proposals. The outputs The model must include all fundamental components of the built environment such as topography, site boundaries, buildings, roads and significant vegetation. The precise level of detail to be provided will be subject to refinement with the Council, however as a minimum it should: - Clearly distinguish building forms including significant architectural features. - Distinguish between existing development, proposed development, development for which planning permission has been granted and development which is under construction. - Display the Council's framework for the future development of the Town Centre, including building envelopes and basic landscape elements. - Clearly distinguish the basic elements of the public domain, including roadways, footpaths, parks and other civic spaces. - Allow new development proposals to be inserted into the environment on an ongoing basis using commonly available software. - Enable users to 'fly through' the environment and take 'snap shots' from any desired angle or perspective. - Enable users to measure distances between specified points. - Forecast shadow projections based on date and time (including light levels based on climatic conditions). - Link to a database that allows basic planning information to be displayed on any selected site through 'pop up' menus or similar. - Detail transport options, road and pedestrian hierarchies and traffic flow. - Isolate and transfer sections of the model so that it can be studied/manipulated in closer detail. - Any other innovative features that may be useful tools for the planning, marketing and promotion of the Town Centre. - The model should be capable of being extended to include for other areas of the county if required. Data format and delivery modes will be expected to be sustainable and based on accepted international standards. Expressions of Interest are invited from suitably qualified organisations which may include consortia and or academic institutions who have experience in modelling and who have been involved in the past in the delivery of one or all of the following aspects of models to either the public or private sector: (1) 3-D Data Collection (2) Development and maintenance of 3-D Model (3) Delivery and maintenance of completed model to include training on use of model The response should include details, samples and timeframes of similar projects that the company has worked on. Expression of interest to include sample cost estimates in respect of each of (1), (2) and (3) above with estimated maintenance costs for a period of 1 and 3 years. Upon receipt and evaluation of Expressions of Interest South Dublin County Council may issue a detailed brief inviting tender from some or all of the Expressions of Interest received.
