Title attributed to the contract by the contracting authority: Supply of On-Shore Wind Project Consultancy Services. Coillte request expressions of interest for the qualification of Consultants for the provision of services relating to the permitting, design, project management, procurement of specialist contractors, cost management and construction management of designated Wind Farm Projects within the Republic of Ireland. The Commission for Electricity Regulation set out its direction in Gate 3 of Irelandโs renewable connection regime in December 2008. This direction provided for the new renewable target by increasing the planned size of Gate 3 from 3,000 MW to circa 3,900 MW, and discussed the treatment of non-renewable ("conventional") connection applicants, in the context of the Grid Development Strategy. Coillte projects totalling c. 350MW are included within the Gate 3 direction, bringing the total Coillte Renewable Energy Portfolio (Gates 2 and 3) to over 400MW, comprising 11 individual projects across 8 counties within Ireland. Coillteโs project portfolio includes Joint Venture projects with Industry Leaders as well as wholly owned projects. Circa 250MW of this programme relates to 3 Projects which are 100 % Coillte owned and are located in counties Mayo, Roscommon and Offaly respectively. Coillteโs strategy is to maximise shareholder value, initially through securing planning permission across all of its Gate 2 / Gate 3 projects, and subsequently through the construction and operation of selective projects. The object of this qualification system is to short list suitable service provides for the provision of comprehensive consultancy services relating to the permitting, procurement, design and delivery of Coillteโs 100 % owned Wind Farm Projects. It is proposed to separate the services commission into two phases (Phases 1 and 2 respectively) from a contractual perspective, reflecting the potential for a significant delay between the permitting phase of Wind Farm projects and the procurement / construction phase arising from uncertainties with respect to the timing of a firm grid connection date for the project. The scope of services for Phase 1 will include (but is not restricted to); procurement/installation of MET masts, site wind regime assessment, optimise siting of WTGโs ( Wind Turbine Generator) locations, optimise routing of access roads to WTG locations, preparation of EIS documentation and all related studies for the Wind Farm, consultation with relevant statutory authorities and other key stakeholders, all negotiation with stakeholders re consents relating to access, way leaves, rights of way etc. Procurement and assessment of site investigation, geotechnical surveys / studies as appropriate, development of construction risk assessment, development of construction method statements where such is necessary to support the EIS submission, development of the civil engineering design (wind turbine foundations and hard standings, windfarm access roads, county roads, substations etc.) and the mechanical / electrical design of all relevant substations (and transformers) in support of the development of a detailed project cost plan. Phase 1 works will also include all route optimisation, design and permitting work associated with the connection of the Wind Farm to the national grid including all consultation and engagement processes with CER, Eirgrid and ESB Networks. The scope of services for Phase 2 will include; completion of all civil, electrical and mechanical design work to support the construction and commissioning of the Wind Farm, the preparation of tender documentation for all contract packages, a strategic assessment of procurement options and a detailed recommendation in relation to same, the preparation of appropriate contractual frameworks for all contract packages in line with the agreed procurement strategy, the execution of all aspects of the procurement process for specialist contractors in compliance with EU procedures leading to a recommendation for a preferred contractor, full project management services for the duration of the project, deployment of โbest in classโ project controls, quality assurance and safety and environmental systems for the duration of the project, the provision of full cost management services for the duration of the project, the provision of full contract administration services including processing of contractor claims, full construction management services during the construction phase of the project including all lead disciplines, construction safety and environmental management services. Where necessary, additional planning applications may be required for technical, environmental or other reasons during phase 2 of the project, in which case the consultant is required to prepare all requisite documents in support of the planning application, manage engagement with statutory authorities and stakeholders and carry out all necessary work associated with delivering the requisite planning permission(s).
