Purpose of this corrigendum This Corrigendum is issued by the Pre-Hospital Emergency Care Council (PHECC) under Regulation 47 of the European Union (Award of Public Authority Contracts) Regulations 2016 (SI 284 of 2016). The Corrigendum corrects inconsistencies and typographical errors identified in the published tender documentation. Updated versions of the affected documents are republished on eTenders with effect from the date of this Corrigendum. All tenderers should review the changes set out below and update their tender preparation accordingly. This Corrigendum does not introduce new requirements or alter the substantive scope of the procurement. The changes are confined to the specific items listed in section 3 below. 2. Status of the procurement The procurement remains an open procedure under Article 27 of Directive 2014/24/EU and SI 284 of 2016. The procurement reference, contracting authority, scope, evaluation methodology and contract structure are unchanged. Clarifications previously issued in this procurement continue to apply except where expressly superseded by this Corrigendum. 3. Changes introduced by this Corrigendum 3.1 Service availability target — Specification s6.11 and Draft Contract Schedule D The published Draft Contract Schedule D.1 stated a minimum monthly service availability of 99.5%. The Specification (s6.11), Response Templates and Pricing Schedule Assumptions Register stated 99.9%. The binding figure is 99.5%, as set out in Schedule D of the Draft Contract. The Specification (section 6.11), Response Templates and Pricing Schedule Assumptions Register are amended to state a minimum monthly service availability of 99.5% (excluding agreed planned maintenance windows), aligning with the Draft Contract. The service credit mechanism in Draft Contract Schedule D.4 is calibrated to the 99.5% target and does not require amendment. Service credits apply against availability below 99.5% in accordance with the published thresholds. 3.2 Minimum average annual turnover — RFT s6.3 The published RFT section 6.3 contained a typographical error in the minimum average annual turnover figure. The intended figure is €750,000 (seven hundred and fifty thousand euro) average across the last three completed financial years. The figure is updated in the RFT, the TED Contract Notice, the ESPD Guide for Tenderers and the Position Summary. The €750,000 figure complies with Regulation 58(3) of SI 284 of 2016. 3.3 Compliance Matrix TEC-003 — concurrent users The published Compliance Matrix requirement TEC-003 stated that the system supports up to 45,442 simultaneous users. This was a labelling error. The figure was derived from PHECC’s projected total user population for 2026 (applicants, registrants, recognised institutions, approved training institutions and internal users, totalling approximately 45,000), which is the total user pool and not a measure of concurrent usage. Requirement TEC-003 is amended to state the requirement as a peak of 4,500 concurrent users. This is the design basis tenderers should size and price against. The same basis is reflected in the RFT (section 2.3) and the Specification. Tenderers should record any further concurrency assumptions in the Pricing Schedule Assumptions Register. 3.4 Compliance Matrix TEC-005 — disaster recovery objectives The published Compliance Matrix requirement TEC-005 carried an internal drafting note alongside the recovery time objective. This is corrected. The binding requirement is a maximum Recovery Time Objective (RTO) of 4 hours and a maximum Recovery Point Objective (RPO) of 1 hour. These are minimum requirements; tenderers may propose more stringent objectives and will be credited for them under Criterion B. TEC-005 is amended in the Compliance Matrix and the Requirements Catalogue to state these objectives clearly. The Draft Contract already reflects them and is unchanged. 4. Updated documents republished on eTenders The following updated versions are available on the eTenders procurement workspace from the date of this Corrigendum: • Request for Tender • BIS Specification • Compliance Matrix • Requirements Catalogue • Response Templates • Pricing Schedule • Draft Contract • Appendix B Tenderers should rely on the updated versions for tender preparation.
