Title attributed to the contract by the contracting authority: Air emissions monitoring at selected Priority and Dioxin IPPC licensed sites in IRELAND. The Office of Environmental Enforcement (OEE) is a relatively new Office within the Environmental Protection Agency (EPA) dedicated to the implementation and enforcement of environmental legislation in Ireland. The EPA has the statutory responsibility in the Republic of Ireland for the regulation of industrial installations falling within the scope of the European Directive on Integrated Pollution Prevention and Control (IPPC). Since the commencement of these integrated licensing regimes, the Agency has granted in the order of 680 IPC/IPPC licenses and approximately 250 of these comprise scheduled emissions to atmosphere with limit values that require periodic monitoring. The IPPC licence sets pollutant limit values on these scheduled emissions; the licence also defines the manner in which the limits values shall be interpreted for compliance assessment. Operators are required to carry out programmes of self-monitoring and report the results to the OEE. As part of its regulatory functions and to provide public confidence, the OEE carries out an annual programme of independent atmospheric emission monitoring at Priority sites, as well as measurement of Dioxin emissions from selected IPPC sites. The OEE wishes to outsource this programme of independent monitoring by means of a competitive tender. The intention at this stage in the process is to award just one contract to include both the Priority and Dioxin sites, but a final decision on the number of contract(s) (1 or 2) to be awarded will be made by the Steering group at the end of the evaluation process. The contract(s) will each be of approximately 31 months duration (project must be completed by the end of 2011).
