Significant administrative work required to migrate data from old to new system, train users/superusers/administrators to utilise all functionality of system - a contract period of 7 years would provide a better return on investment in terms of the time and effort required;
Minimalisation of disruption to employees, but term extensions as proposed intended to enable CA(s) to pursue updated solution after initial 4 year term if significant changes have been achieved in T&A systems during/after that time;
Each employee change (enrolment/departure/resignation/retirement) requires examination of full work record to ensure that potential issues such as overpayments are minimised and that, for those with pension entitlements, these are recorded and disbursed correctly - the availability of a system which runs for an extended period is intended to reduce the administrative burden and also to minimise the potential for error created from having to access multiple records from different sources;
Reduction of burden on ICT and Data protection colleagues.
