The extended duration of ten (10) years is justified on the basis that the Framework Agreement concerns the procurement of a complex, cloud-based Grant Management System requiring significant initial configuration, customisation, integration with existing HRB systems, and ongoing development throughout its lifecycle. The extended period is necessary to ensure continuity of service, avoid disruption to critical grant administration processes, and allow for iterative enhancements, upgrades, and support over the systemโs operational lifespan. A shorter term would not be proportionate to the scale of investment and implementation effort involved, nor would it represent best value for money given the nature of the system and its anticipated long-term use.
