CORU wish to engage the services of a supplier to provide procurement and project delivery contract support services to the CORU Executive to support the procurement and implementation of a Registrant Management System. This expected timeline (from award of contract to delivery of Registrant Management System) is expected to take 24 months to complete, starting in Q2 2026. The scope of the required procurement support services include: 1. Availability to CORU on a regularly scheduled basis of up to 112.5 hours a month to a maximum of 1,125 hours (150 days) per year, which will include attendance in CORUโs offices as required. 2. Identify potential suppliers and undertake preliminary market engagement, including a comparative analysis of registration system solutions in use by similar regulatory bodies in Ireland and the UK. Prepare a report and a recommendation to senior management on the preferred solution type. 3. Develop the technical specification for the Registrant Management System which will require developing a strong understanding of the current system functionality and CORU processes, and engagement with the CORU executive in relation to further system requirements not available in the current system. Develop all procurement documentations and manage procurement process including; a. Publication on eTenders platform b. Responding to queries from prospective tenderers c. Managing evaluation process, notifying preferred tenders and issuing of contracts. 4. Project managing the development and implementation of registrant system to include; a. Increasing levels of autonomy, influence, and responsibility as the project progresses, becoming the primary subject matter expert for the project. The post-holder will be required to build and retain in-depth knowledge and provide ongoing leadership across the project. Increased responsibility will require greater attendance at governance and Council meetings alongside expanded ownership of deliverables, decision-making and stakeholder engagement. b. Ensuring Registration Management System is delivered successfully โ in accordance with agreed milestones, timelines and budget specifications. c. Producing and maintaining delivery artefacts (e.g. RAID logs, project plans, risk registers, issue logs, change requests). d. Planning and delivering data migration activities, including data mapping, cleansing, validation, reconciliation, and cutover planning. e. Defining migration strategies, success criteria, and rollback approaches. f. Translating business, regulatory and user needs into clear technical or functional requirements. g. Interpreting complex technical information and communicate it clearly to non-technical stakeholders. h. Acting as a trusted subject matter expert, advising stakeholders and supporting decision-making. i. Building relationships with CORU executive and successful tenderer project team. j. Leading and facilitating meetings, workshops, and decision-making forums. Providing updates to CORU SMT, ICT Steering Committee and Council as required k. Providing clear recommendations to senior stakeholders.
