Establishment of a single-party framework for the Design and Delivery of Enterprise Ireland’s Dynamic Leadership – Roadmap to Growth Journey, and Management of Associated Leadership Supports
Enterprise Ireland uses a Competency Framework for SMEs based on on-going research of Enterprise Ireland clients learning requirements. The SME Competency Framework sets out the key capability areas required of SMEs to achieve their growth objectives for successful scaling and internationalisation and is anchored in six (6) key business areas (internally referred to as the 6 Pillars of Business Growth): - Leadership/People - Strategy - Strategic Finance - Sales/Marketing - Operations - Innovation A recent evolution to Enterprise Ireland’s Client Engagement and Experience Model has prioritised Leadership/Readiness and Strategy as key drivers for international growth, especially in our scaling clients. Based on the success/impact of the (2017-2023) Go Global 4 Growth programmes and the continued client need regarding Senior leadership team ambition and strategic growth, Enterprise Ireland is looking to continue the programme and expand support through the establishment of a new framework. A Single Party Framework will enable close partnering with a provider for both the educational services and intensive coaching required on the teams leadership journey to provide an immersive and impactful learning experience for participants. Modification of design is expected, with the biggest change to the current specification being the addition of current relevant content to the growth journey of SME’s, and the focus on Dynamic leadership, and the Emotional intelligence of the leader being a key feature. Dynamic Leadership – Roadmap to Growth programme to a leadership journey (previously referred to as Go Global 4 Growth Journey), will be co-managed by the provider, now involving: • The Dynamic Leadership – Roadmap to Growth programme, and • The Alumni Leaders post-programme network. This programme journey is expected to incorporate, for example, opportunities for: • blended or asynchronous learning, • focus on sustainability and digitalisation/AI as modern considerations for senior leaders, • further heightened focus on the emotional intelligence of the leaders, and • maximising peer to peer learning and bonding, with consideration to the post-programme alumni journey, translation of learnings into Enterprise Ireland and potential cross over points with other C-suite programmes. Ex-ante evaluation to ensure business impact and the achievement of associated learning outcomes can be better managed through a single provider. Applicants must associate themselves with the competition in order to access the tender documents, ask and receive queries and submit a response. All submissions must be submitted in a ZIP FILE format.

(1) Interested parties must associate their organisation with this competition on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications and to upload tender responses. To do this you must do the following: Log-in to the eTenders portal; Locate the competition using the Advanced Search by searching under the Contracting Authority or Resource ID. Click on the hyperlink for the competition which will bring you to the CfT Workspace. In the Show CfT Menu for the competition click on the “Expression of Interest in the drop-down menu. Complete the Association with the CfT tab. This will then provide you with a link to Tender under the Show CfT Menu where you can prepare your submission.
(2) When finalising your tender submission please upload your final response as a ZIP file as individual documents may lose their titles if uploaded individually. Also ensure that you receive a message under the status header called Submitted, as the percentage tab does not necessarily imply you have successfully submitted your response.

(9) The estimated value range for the framework is €6,000,000- €8,000,000 (excluding VAT). It is emphasised, however, that these figures are provided strictly for indicative purposes only as there is no guaranteed expenditure under the framework agreement.
(10) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers. Contract award will be subject to the approval of the competent authorities.
(11) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition.
(12) Where applicable, please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type, or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended.
(13) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
