The Contracting Authority proposes to engage in a competitive process for the establishment of a framework agreement for the provision of a craft registration system to include the design, build, support and enhancement of the system for the duration of the framework period established. The framework agreement will be established on foot of a competition for an initial contract for the delivery of a craft registration and management portal, deliverable within 6 months of award of the tender. An additional two years of technical and ancillary development support will be included in the initial contract. The initial contract will be awarded to the successful tenderer shortly after the formal establishment of the framework agreement. The new system will facilitate the: 1. Registration, of over 7,000 craft 2. Purchase, permits to moor a houseboat on a canal. 3. Distribution, of boat registration plates 4. Payments and refunds, via debit/credit card, standing order and on occasion cash. 5. Renewals, of all registrations and permits periodically as required. 6. Notices, the logging, communication and payment of fixed penalty notices. 7. Oversight, allow Waterways Ireland staff quickly check that a crafts registration or permit is compliant. 8. Reporting, of all activity on the waterways to help Waterways Ireland manage their assets. 9. The payment process should integrate with Waterways Irelandโs finance system. The desired outcomes of this project are: โข Create an online experience that is exceptionally easy to use for boaters and Waterways Ireland โข Streamline and automate the processes connected to the customer portal to lower the administrative burden on Waterway Ireland โข Generate new data and insights on the usage of waterways to help the long-term management of our waterways. โข Develop a base platform on which other functionality may be added to over time. Tenderers must associate themselves with a tender on this procurement portal in order to receive update and submit a tender response.
