The Contracting Authority invites Tenders in response to this RFT from Tenderers for the provision of the Services as described in Appendix 1 to this RFT.
In summary, the EirGrid Generation Capacity Statement 2021 (GCS) has identified that, if no action is taken, a significant electricity capacity deficit would develop in the coming five years. This has resulted in the development of a Security of Supply Programme of Work, incorporating the technical advice of EirGrid, comprising of a range of measures which will address this supply and demand deficit. Workstreams include the provision of temporary emergency generation; the retention of existing generation, otherwise due to retire; the delivery of enhanced demand side response; and enhanced delivery of generating capacity through the Capacity Remuneration Mechanism (CRM) of the Single Electricity Market (SEM) inter alia. These projects will be delivered, and in some cases led by, a range of stakeholders with whom the Commission for Regulation of Utilities (CRU) will interact and have oversight of throughout their delivery. In parallel to the GCS, CRU has produced an Information Note in order to summarise the challenges faced, and the actions being taken in order to respond to these challenges. The Service required is the provision of a Programme Management Office (PMO) which will be responsible for programme management of the Workstreams; risk identification and management; internal and external reporting; stakeholder management and other services, reporting to the Project Directors and the Commission and supported by Workstream Managers.

The standard procurement timelines will not allow the CRU to discharge itsโ legislative functions and obligations under the Electricity Regulation Act 1999 to ensure security of supply. CRU considers this to be a state of urgency which it has duly substantiated. Accordingly, CRU is using the accelerated time limits permitted under S.I. No. 284/2016 - European Union (Award of Public Authority Contracts) Regulations 2016, regulation 27(3), in respect of this procurement.
