The Minister for Public Expenditure and Reform

The Minister for Public Expenditure and Reform (‘the Contracting Authority’) invites requests to participate (‘Responses’) to this pre-qualification questionnaire (‘PQQ’) from economic operators (‘Candidates’) for the provision of services described in Appendix 1 of this PQQ (the ‘Services’). References to the Contracting Authority will be deemed to include the Office of Government Procurement (‘OGP’).
This public procurement competition (‘Competition’) is being conducted in accordance with the restricted procedure under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the ‘Regulations’).

Candidates must note that any communications sent through http://www.eTenders.gov.ie will be responded to with a message instructing candidates to direct any communication to ogp_nep_pqq@ogp.gov.ie regarding any aspect of the PQQ Stage 1 of this Competition. All responses to queries relating to any aspect of the PQQ Stage 1 of this Competition will be issued by the Contracting Authority via ogp_nep_pqq@ogp.gov.ie to all Candidates. All Clarifications will be saved on http://www.eTenders.gov.ie accessible on the tender response page under the ‘Access Documents’ link.

All responses must be submitted on two (2) USB memory devices, including one (1) primary USB memory device and one (1) duplicate USB memory device, which must be delivered via registered post, by courier or in person to the address set out below.

Candidates must indicate which device is the primary USB memory device and which is the duplicate USB memory device. Candidates are responsible for the security of the devices they are using to submit their responses. Where a Candidate chooses to encrypt their USB memory devices, they must provide the password for both USB memory devices via the PQQ e-mail address ogp_nep_pqq@ogp.gov.ie

All responses submitted on the USB memory devices must be compiled such that they can be read immediately using Word, Excel or PDF readers.

Candidates must ensure that the document(s) submitted are text searchable using non-OCR software i.e. It must not be a document that has been scanned as an image or Protected against search.

The Contracting Authority is not responsible for corruption of documents on USB memory devices. Candidates must ensure any documents on USB memory devices are not corrupt.

Only responses delivered via registered post, by courier or in person to the address set out at paragraph 2.6.3 will be accepted. Responses submitted by any other means (including, but not limited to, standard unregistered post, http://www.eTenders.gov.ie, by email or fax) will not be accepted.

It is the responsibility of Candidates to obtain a signed receipt from the Contracting Authority, indicating the time and date when their response was received by the Contracting Authority.

Responses that are received late will not be accepted and will be excluded from this Competition.
