Multi Party Framework Agreement for Design and Development of Small to Medium sized Software Applications

Dublin City Council invites tenders for participation in a framework agreement for
the design and development of small to medium sized Software Applications. It is
also envisaged that this framework will be used as required by the three
remaining Dublin authorities, those being Fingal County Council, South Dublin
County Council and Dun Laoghaire-Rathdown County Council. The framework
will be managed by Dublin City Council.
Participants in the framework will be required primarily to have the ability to design
and develop applications in the Microsoft suite of products including, but not
limited to:
ASP.NET
— Windows Workflow Foundation
— Infopath
— Visual Studio
— Microsoft CRM Dynamics 2011, 2015
— Sharepoint
— MS SQL (SQL 2012)
— MS Reporting Services
While it is expected that most solutions will be developed in the Microsoft suite of
products, a suitable Open Source solution may also be considered in respect of
certain developments.
Successful tenderers must have the capability to develop apps on IOS, Android
and Windows mobile as part of a development solution. They must also be able
to show a track record of successful development in this area.
It is envisaged that the framework will operate for two years with an option to
extend for a maximum of a further two years. The Framework will comprise of not
less than three and not more than five service providers.
