Competition for Operations Monitor for the Convention Centre Dublin
Provision of operations monitoring services to the Commissioners of Public Works in Ireland (the โAuthorityโ) in connection with the operation of the Convention Centre, Dublin at Spencer Dock (the โCCDโ). Pursuant to a project agreement entered into by the Authority and Spencer Dock Convention Centre Dublin Limited (the โPPP Coโ) on 5.4.2007, the PPP Co agreed to design, construct, operate, maintain and finance the CCD in accordance with the requirements set out therein. The operation and maintenance of the CCD will be the primary responsibility of the PPP Co during the operational period, which commenced on the issuance by the Authority of the Services Commencement Certificate on 5.8.2010. During the operational period the PPP Co's obligations under the project agreement consist of both soft and hard services and will relate primarily to operation of the CCD conferencing facilities and maintenance of the building. In this regard, whilst the project agreement is based on the concept of self-monitoring by PPP Co, the Authority has extensive rights and powers in relation to monitoring of the PPP Co services. The Authority intends to procure a supervising entity for the primary purpose of monitoring (on behalf of the Authority) fulfilment of the project agreement obligations by the PPP Co during the operational period.
