Irish Water is currently advancing the Ballyshannon Regional Water Supply Scheme Design Build Operate Contract comprising the construction of an intake structure at Lough Assaroe, pumping station, new WTP at Knader, storage reservoir(s) including all interconnecting pipework and some trunk/distribution mains.
The works required under the contract are to be delivered on a Contractor Design- Build-Operate basis. The DBO contract is 24 months D-B with a 7 year Operation and Maintenance period, with an optional add on for up to 3 years. The planned works are necessary to ensure compliance with EU Directives, Irish National Standards and Regulations relating to treated water for human consumption.

The Works comprise the design and construction of infrastructure including the associated testing, commissioning and operation of the same and including the Taking-Over of the Works by the Employer. The Works can be summarised as including the following design and construction elements.Design-Build:โ Water Intake from Lough Assaroe;โ Intake Pumping Station and rising main(s);โ Provision of a new WTP at Knader (throughput tbc between 6 000 and 9 000 m3/d) with wash water and sludge treatment facilities;โ Rising main(s) to Coolcholly Reservoir (approx. 1.2 km);โ Coolcholly Reservoir (Phase 1 volume approx. 2 000m3, to facilitate a Phase 2 capacity of a further 2 000m3);โ Gravity mains to Parkhill WTP site (approx. 2.3 km);โ Pumping Station refurbishment at Parkhill;โ Rising Main to Kilclane โ approx. 6.5 km;โ Kilclane Reservoir(s) (total volume 1 000m3);โ Further trunk and distribution mains.The services to be provided by the Contractor, over the Design Build period, as part of their obligation to the Works Requirements include but are not limited to the following:โ Detailed design of all aspects of the facilities as required by the scheme in accordance with the Works Requirements.โ Preparatory works and construction facilities as required, including general clearance, construction of site and access roads and erection of security fencing.โ Construction of all required structures including tanks, foundation slabs, buildings etc. and including any necessary piling, rock anchoring or other construction techniques.โ Construction of the pipelines in accordance with the particular Works Requirements.โ Provision of all ancillary facilities required to ensure a fully functional facility.โ Provision of appropriate and sensitive landscaping at the project sites.โ Archaeology, Ecology Surveys and Monitoring during construction.Operation Service:โ Operation Service of the works, from the intake to the outlet of the works, for an initial period of up to 7 years with the option to extend for a further period of up to 3 years at the sole discretion of the Contracting Entity.โ The Operation Service of the works will include the operation and maintenance of the water treatment plants together with associated works and will include the operation of the raw water intake and pumping facilities and the treated water into the supply network.
