Electricity Supply Board (ESB) is a vertically integrated energy company comprising Electric Ireland, ESB Networks, Generation & Wholesale Markets, Innovation and Corporate Centre. All shared services are provided to each of these Business Units through a Business Services Centre (BSC).Within the BSC, IT Services (ITS) headed up by the CIO, has overall responsibility for all IT across ESB Business UnitsESB operates an extensive IT environment based primarily on SAP, Microsoft and IBM product sets. These products run on a Wintel/Linux/AIX platform, based on DB2/SQL Server and Oracle databases.IT Projects and Services are delivered through the ‘One IT’ methodology, a PRINCE2 based process which supports each initiative from Concept through to Benefits Realisation.ITS is mandated as the Systems Integrator (SI) for all ESB IT projects. As the System Integrator, ITS has overall responsibility for the planning execution and delivery of all IT projects and services within ESBESB invites applications for the provision of external IT support, to work with in-house and multi-vendor teams, on a range of enterprise systems, business applications and technical architectures in a secure and data sensitive environment.ESB wishes to establish a multi supplier framework of companies to undertake defined packages of IT work. It is envisaged that as assignments arise a ‘mini-proposal' will be invited from 2 or more members of the multi supplier framework selected on the basis of the nature of the assignment in question.It is envisaged that separate multi supplier frameworks will be established for each of the following work areas (lots):1.Applications Development & Support Services2.Infrastructure Services3.SAP Competency Services4.Program Management Services5.Quality Management (Business Analysis & Test Services)6.Security Services7.Business Application Support Services8.Change Management ServicesITS has a strong preference for working with service providers with deep industry experience across the technologies used in ESB. It is essential that the service providers have a proven track record of working collaboratively sharing responsibility with clients helping to deliver their IT strategy in previous client engagements. As a System Integrator, ITS has successfully embedded the ‘One IT’ methodology across the ESB business, service providers will be expected to adopt and champion this methodology throughout any engagement with ITS.Service providers will be expected to:— successfully provide services involving technologies, methodologies, standards and processes similar to those listed in Appendix 1;— to work collaboratively with ITS, operating within the ITS One IT Framework to assist in defining, planning and delivering work programmes for ESB;— offer flexible effective working models such as a co-sourcing, near-shore, off-shore and/or on-shore capability in a multi vendor environment;— have technical scale and depth to allow clients to leverage skills and information relating to existing and new technologies in the Utilities sector;— leverage an extensive global network of technical and/or industry expertise as required to benefit clients.
