The Commission for Energy Regulation (CER) is Ireland's independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland's public water and waste-water system. Following the publication of the decision on the High Level Design and the progression to the detailed design phase (Phase 3) of the National Smart Metering Programme (NSMP), the CER requires expert consultancy support in order to advise on the Information Security considerations for the NSMP, in relation to the end to end smart metering solution. The successful tenderer will be required to provide expert technical advice (on a draw down basis) to the CER with regard to the following:
1. Information security issues across the full end to end smart metering solution and appropriate recommendations to ensure a robust solution. The end to end solution encompasses communications, meters, in home devices and pairing to gas and microgenerator information;
2. Advice re the adequacy of stakeholder security plans.
This work will be delivered on a draw down basis up to a maximum of 225 man- days. The duration of the draw-down for this work will be for the period of up to two years from the commencement of the contract โ€” currently forecast to be April 2015 to April 2017.
