GWM4277 Moneypoint Unit 2 SCR New Catalyst Layers

Quantity or scope

The contract is for the supply of honeycomb catalyst layers for one 285MWe coal fired boiler at Moneypoint Generating Station. The layers will be installed in a high dust SCR plant. There are two SCR reactors per unit which are situated between the economiser and the airheaters. Each Reactor has three layers of honeycomb catalyst currently installed (Layer 1, 2 and 3), with each Reactor Layer made up of 42 individual catalyst modules comprising a total catalyst volume of approx. 78 m3.This contract involves the supply of a new replacement catalyst Layer 1, for each of the two Reactors in Moneypoint Unit 2 (total of 84 modules and 156 m3 of catalyst). Also included in the supply is the necessary sealing materials and screens over the catalyst layers. It is proposed to install these two new layers in Unit 2 in Aug 2016. Delivery date of 12th August is an absolute requirement of this tendering process.

Responses to the questionnaire are required on or before close of business (18:00 GMT) on 16.1.2016 to powergeneration.procurement@esb.ie

Further information is set out in pre-qualification questionaire and below:

a) It is ESB's intention to shortlist suitable candidates.

ESB will not be responsible for costs, charges or expenses incurred by candidates, whether or not a final contract is awarded.

b) This notice is to serve as the sole Call for Competition for this contract.

c) In connection with the award of the contract, the Tenderer shall be required to identify the entity that would be responsible for the receipt and processing of orders and the resolution of any and all problems relating to this contract.

d) In responding to this notice, companies must indicate if they propose to submit a group bid and, if so, must provide full details of the participating companies. (See section III.1.3))

e) The negotiated procedure will be used, however, the contracting entity retains the option to accept initial bids without further negotiations.

f) Due to a very tight timeframe for the tender process, driven by the 2016 outage dates for Moneypoint Unit 2, a maximum lead time of 4 month will be available for the design, manufacture and supply of the necessary catalyst modules as stated in Section II.2.1). Prospective Tenderers should be cognitive of this fact and ensure capability to deliver same.

g) Suppliers attention is directed to Article 58.2 of Directive 2004/17/EC

i) Award to Runner Up — If for any reason it is not possible to conclude the contract with the designated successful tenderer emerging from this competitive process, ESB reserves the right to award the contract to the next highest scoring tenderer on the basis of the terms advertised. This shall be without prejudice to the right of ESB to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.

j) ESB reserves the right to seek additional contractual and commercial safeguards in the event that the financial position of the proposed vendor deteriorates. ESB also reserves the right not to award the contract to the proposed vendor in such circumstances.

k) The contracting entity reserves the right to conclude this contract, or withdraw from the process, at its sole discretion.
