The Commission for Energy Regulation (CER) is Ireland's independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland's public water and wastewater system. The CER requires expert consultancy support as part of the National Smart Metering Programme (NSMP) in order to provide Market Systems Subject Matter Expertise. The CER, working closely with the Department of Communications, Energy and Natural Resources (DCENR), established the Smart Metering Programme which commenced with Phase 1 in 2008. Phase 2 (Requirements Definition) of the National Smart Metering Programme commenced in February 2013. Following a decision on the High Level Design and the progression to the detailed design phase the CER requires dedicated consultancy support in order to provide Market Systems Subject Matter Expertise. The Market Systems Subject Matter Expert SME will provide technical expertise to CER during detailed design phase โ€” Phase 3. The successful tenderer will be working within a defined governance structure for the NSMP which encompasses all of the projects being delivered by key stakeholders as part of the NSMP i.e. ESB Networks, Bord Gรกis Networks, EirGrid, Suppliers and possibly others. The successful tenderer will be a lead member of the โ€˜Design Teamโ€™ along with the Change Authority Lead. There will be significant interaction with the Change Authority in order to deliver this service. There will also be significant interaction with other workstreams i.e. Policy. The support will also be required to represent CER and participate in industry governance groups as required. The support will be in place for a period from end February 2015 to end February 2017. The Market Systems SME will report to the CER Regulatory Manager. The Market Systems SME will provide the CER Regulatory Manager with a report of monthly updates of actual days support incurred and plans for month ahead. Invoices for this element of the contract should be issued monthly, and should be accompanied by an outcome report (i.e. elements worked on, advice delivered etc.).

In addition to this invoicing information, CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as they may reasonably deem appropriate.
The Commission for Energy Regulation operates in accordance with the European Communities (Late Payment in Commercial Transactions) Regulations 2002.
