ESB wishes to place a Contract for the supply and ongoing operational support of an EV Enablement, Aggregation and Settlement System (EVEAS) and a Charge Point Management System (CPMS). ESB ecars is in the process of completing one of the largest public EV Charge Point Infrastructures in Europe. ESB now wishes to place a Contract for the supply and ongoing operational support of an EV Enablement, Aggregation and Settlement System (EVEAS) and a Charge Point Management System (CPMS).Interested parties may bid for the EVEAS (Lot 1), the CPMS (Lot 2) or both. The solution, or solutions, should be delivered to ESB ecars on an ongoing vendor hosted managed services basis (Software/Application as a Service).If bidding for both, parties should indicate whether the managed service comprises a single system or two systems with interfaces between them.The EV Enablement, Aggregation and Settlement System (EVEAS) (Lot 1) should provide a comprehensive range of services for the management of the Electric Vehicles and the charging activities/accounts of their owners. .— The solution should be highly scalable and flexible on order to meet the changing demands of the electric vehicle market.— The solution should provide a high level of availability, data security, backup and data integrity.— The solution should provide for an interconnection to charge posts and the secure capture of recharge events.— It should also have the potential to support/expose web services designed to support international roaming and settlement for full EV and plug-in hybrid charging abroad.In addition to this base functionality the bidders should outline any capabilities to support or add financial support services, customer relationship management services, customer support services and charge detail record aggregation to allow full energy market settlement, both retail and wholesale.The Charge Point Management System (CPMS) (Lot 2) should provide a range of services for the real-time monitoring, management and control of the EVSE (Charge Point) infrastructure.— The CPMS should be able to act as a termination point for our data network, a secure global M2M APN/VPN or equivalent (currently provided via the Vodafone Global M2M Service).— The CPMS should also support charge point traffic routed via server to server VPN's if required.— The CPMS should be able to parse, and respond correctly to, OCPP messages using multiple versions of OCPP (1.2, 1.5, 2.0 and ongoing GA releases mandated by the Open Chargepoint Alliance (OCA) or established equivalent open standard..— The CPMS should provide monitoring tools via a web based NOC (Network Operations Centre) that will automatically cycle through a number of system and charge point monitoring screens and highlight exception events to a human user monitoring the NOC.— The CPMS should also generate logs and e-mail alerts if system or individual charge point exceptions should arise.— The CPMS should support different layers of access including, but not limited to:-— An Admin/Network level logon to allow self-service management of the CPMS, adding/amending charge points, customers (etc.)— A Call Centre layer to allow an appropriate subset of commands to be used by call centre agents and trusted infrastructure support providers.— A customer layer to allow EV users to monitor their usage of the public charge point infrastructure, CP's used, energy consumed, CO2 savings, (etc.)— The CPMS should provide interfaces to the EVEAS (Lot 1) and other systems either via secure VPN's, SSL over HTTPS, or other agreed secure mechanisms.ESB invites expressions of interest from vendors in the provision of a vendor hosted managed service (or services) to meet ESB ecars requirements. It is expected that suppliers will have provided managed services with the general scope outlined above. A Request for proposal will only be issued to qualifying suppliers.
