Communications Lead for National Smart Meter Programme
The Commission for Energy Regulation (CER) is Ireland's independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland's public water and wastewater system. The CER currently requires expert support as part of the National Smart Metering Programme (NSMP) in the area of Communications. Following a decision on the High Level Design of the Smart Metering Programme and the progression to the detailed design phase, the CER requires dedicated communications consultancy support to develop the framework for engaging with consumers and stakeholders. For the benefit of programme continuity, efficiency and consistency across the programme team, it is envisaged that the procured support would be led by a dedicated person/persons who may engage with specialist support for completion of specific deliverables where necessary. The role will involve work in the areas such as, but not limited to: Development of an overall consumer engagement work programme; Development of overall communications strategy: Develop a reporting mechanism on consumer awareness and attitudes Provide proposals on a programme identity (Branding); Identify requirements for both quantitative and qualitative research throughout the programme; Coordinate stakeholder engagement through the CEAG; Keep up to date and be aware of smart metering rollout strategies across the globe. Gain learnings from other smart metering programmes. To brief and support CER as spokesperson and representative of the programme as required by CER.
