Cork County Council

The Contracting Authority (acting as agent for the Minister for Agriculture, Food and the Marine in relation to the remediation of Haulbowline Island) is now engaging in a competitive tendering process for the appointment of various multi-disciplinary consulting engineering and design teams pertaining to the remediation and development of Haulbowline Island, Cork Harbour, Ireland.
The requirements are divided into 2 no. lots:
— Lot 1: multi-operator framework agreement for Site Preparation Design and Advisory Teams; and
— Lot 2: multi-operator framework agreement for Client Teams for the main remediation and development works.
Interested parties may apply for 1 or both Lots. The successful economic operators under Lot 1 may be required to prepare briefs and evaluate proposals submitted by the successful operators under Lot 2. Such potential conflicts of interest will be addressed during the award of call-off contracts under Lot 1.

Description of options:

The Contracting Authority reserves the right to exercise the option referred to in Article 31(4)(b) of Directive 2004/18/EC to award to the Consultant under each Lot new services consisting in the repetition of similar services to those entrusted to the Consultant, provided such services are in conformity with a basic project for which a Contract was awarded. This option may only be used by the Contracting Authority during the 3 years following the conclusion of a Contract under each framework.

— on the basis of joint and several liability with each member of the candidate executing the contract,

— with a particular single member of the tenderer as prime contractor, with the other members providing collateral warranties and/or guarantees; or

— as an incorporated or unincorporated special purpose vehicle, with collateral warranties and/or guarantees from the members of the candidate.
