011-03-296 - Consultancy Support for Electricity Transmission & Distribution Revenue Controls (2016โ2020)
The Commission for Energy Regulation (CER) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector.
Under section 36 of the Electricity Regulation Act, 1999, and Statutory Instrument 445 of 2000 (as amended), CER approves charges for the use of the electricity distribution and transmission systems. CER is also required to examine the costs and revenues underlying such charges. As such, CER approves revenues for:
ESB Networks as Distribution System Operator (DSO) ;
ESB Networks as Transmission Asset Owner (TAO); and
EirGrid as Transmission System Operator (TSO).
At present these revenues are determined every five years for the following five year period. CER has previously determined transmission and distribution revenue controls for the periods 2001 to 2005, 2006 to 2010 and 2011 to 2015 inclusive.
CER currently wishes to engage consultancy support to provide technical and financial advice in regard to the fourth set of transmission and distribution revenue controls that are expected to apply from 2016 to 2020. The consultancy support required for this project has been divided into two separate elements.
Specifically, parties are invited to tender separately for:
Lot 1 - the provision of technical advice; and,
Lot 2 - the provision of financial advice.
