RFT for Services to Advise and Assist with Setting Up of a Payroll Shared Service Centre in the Irish Civil Service
RFT for the provision of services to advise and assist with setting up of a Payroll Shared Service Centre (PSSC) and the transition of transactional elements of payroll processes in the Irish Civil Service to this Shared Service Centre and the provision of operational expertise for a period following transition. The Contracting Authority is seeking to establish a PSSC that will carry out the transactional elements of payroll processes for the Irish Civil Service and other Public Service Organisations currently availing of payroll services from Civil Service providers. The PSSC will be based in a multi site location, with a single governance structure, a common technology platform, single licence agreements with technology providers, standardised processes and Service Management Agreements with Customer Departments/
Public Service Bodies. The PSSC will be located across three centres in Galway, Killarney and Tullamore. The project will consist of three phases, as set out below:
Phase 1 (already underway) - Establishing a Payroll Shared Service Centre (to include process re-engineering and standardisation, and the creation of a common technology platform).
Phase 2 - Payroll Migration from existing Payroll Centres to the PSSC
Phase 3 - Providing operational expertise for a limited period following transition, if necessary.
