The CER currently wishes to engage specialist consultancy support services to deliver the programme management and programme design authority functions required for successful delivery of Phase 2 (Requirements Definition and Solution Procurement) and potentially also Phase 3 (Build and Test) of the National Smart Metering Programme (NSMP). Given that smart metering is a relatively new energy policy area which leans heavily on evolving information and communications technology the CER will require consultancy expertise that combines both technical and regulatory policy related understanding of smart metering as well as experience of delivering large scale projects/programmes, specifically smart metering implementations and related initiatives. The objective is that this consultancy support will be used to ensure that the CER can successfully programme manage and deliver Phases 2 and potentially 3 of the NSMP within the agreed time, scope, budget and quality parameters.
In addition the CER wishes to engage specialist consultancy support services to act as Market Systems (Retail Electricity and Gas) Subject Matter Expert (SME) on behalf of the CER during Phase 2 of the NSMP.
