Introduction.
Coillte Wind Energy request expressions of interest for the qualification of service providers for the provision of various services across 5 separate lots as outlined below:
Lot 1: EIA and Engineering Consultancy.
Lot 2: Wind Analysis.
Lot 3: Grid and Electrical Infrastructure.
Lot 4: Mechanical and Electrical Procurement Consultants.
Lot 5: Radio Analysis and Planning Services.
Background to Coillte:
Coillte was established under the Forestry Act 1988, which defines the principal objectives and duties of the company. The company is a private limited company registered under and subject to the Companies Acts 1963-86. The shares in the company are held by the Ministers for Finance and Agriculture, Food and the Marine on behalf of the Irish State.
The Coillte Group is organised into three divisions with three support functions:
Coillte Panel Products Division - manages two major panel product manufacturing companies;
Coillte Forest Division - manages the Group's forestry estate and businesses.
Coillte Enterprise Division - The Enterprise Division is the venturing arm of the Coillte Group. It identifies business opportunities and extracts value from the Group’s broad asset base. It comprises the Group’s interest in Wind Energy, Land Sales and Development, Telecommunications Masts, Nurseries, Irish Hardwoods and Coillte Training and Safety Services.
Coillte Wind Energy:
Coillte has always played a significant role in achieving Ireland’s renewable energy objectives by assisting Wind Energy Developers through the sale or lease of land for Wind Farm development. Circa 20 % of installed wind energy generation capacity is situated on land formerly owned by Coillte.
Since 2010, Coillte has played a much more proactive role in Ireland’s Wind Energy sector, by building up its own internal Wind Energy Team and becoming involved in the development of its own Wind projects as well as the co-development of other projects with Third Party Developers. Coillte plans to deliver c. 400 MW of operating wind generation capacity through a range of Gate 2 and Gate 3 development projects throughout Ireland. In addition Coillte has a pipeline of further Wind projects beyond Gate 3.
Objective:
Coillte will require the services of a variety of external Consultants to assist in the development and construction of its Wind projects over the next two years. The objective of this competition is to select five separate small panels of Consultants as set out in the Lot section of this notice. Interested parties can apply to be placed on more than one Panel if they are so qualified. Only applicants with a significant track record on Wind Projects, the competencies described in each Lot, and a first-hand knowledge of the Irish Wind Energy sector should apply for these panels.
There is a corresponding questionnaire for each lot attached to this notice. Candidates are required to complete the relevant questionnare (s) and return by the deadline date specified.

Furthermore, the Forested environments in which applicants have experience must have been certified to FSC principles or equivalent. panel.Applicants for Lot 2 must be able to demonstrate a track record of providing Wind advice for significant Wind Farm projects, as well as an in-depth knowledge of the Irish Wind Environment. Coillte wish to appoint a panel of Consultants to provide advice and support related to the procurement of key Mechanical and Electrical Wind Farm equipment. This equipment includes Wind Turbines and associated Warranty and Maintenance
agreements.Applicants for Lot 4 must be able to demonstrate a track record of providing pre-construction (procurement) advice for significant Wind Farm projects, as well as an in-depth knowledge of the Global and European supply market for Wind Turbines and associated Electrical infrastructure.The core services required from the Panel of Procurement Consultants will include:— preparation of technical contract documents including the technical specifications for the turbine supply contract and the required electrical infrastructure including Balance of Plant electrical works,— management of the Tender processes, including Negotiation of turbine supply contract and the turbine warranty and maintenance contracts, and electrical works contracts,— evaluation of tender submissions, preparation of tender evaluation reports and submission to the Client for review.In addition to the above, some of the following services may be required on certain projects:— liaison with the Client’s civil engineer with respect to the civil engineering obligations under the TSA, contestable works and balance of plant electrical works contracts,— analysis of all the leading Turbine manufacturers, including market shares, prices, lead times, terms of TSA and W&M agreements for the European market,— identification of a telecommunications solution and liaison with the telecommunications provider,— on site supervision of Turbine installation and electrical infrastructure works including grid works.These lists are not exhaustive.

Coillte wish to appoint a panel of Consultants to provide Radio and Cellular Communications analysis and Planning Services in relation to a range of planned Wind Farm developments over the life of the panel. The development of a wind farm can impact on the services provided by telecommunications companies and therefore it is important to assess proposed developments to identify any impact on telecoms radio coverage or transmission
links.Applicants for Lot 5 must be able to demonstrate a working knowledge of the main network operators in the Irish telecommunications market.
