Provision of Programme Services to support Bord Gáis Éireann in the Implementation of Irish Water

In December 2011, the Irish Government decided to establish a public water utility company to assume the operational and capital delivery functions of local authorities in the area of water services. In April 2012, the Government announced that this company, Irish Water, is to be established within the Bord Gais Group (BGE).
BGE is commencing a programme to establish and implement Irish Water structures, systems, business processes, and all associated ancillary requirements. Consultancy services are required to support the delivery of this programme in the following areas:
Lot 1. Operating Model - Delivery of Customer Capability.
Lot 2. Operating Model - Delivery of Work & Asset.
Management Capability.
Lot 3. Operating Model – Delivery of Support Services.
Capability.
Lot 4. Integrated Programme Management of Business.
Capability Establishment projects and management of specialist vendors contracted by BGE.
Lot 5. Delivery of Organisation Design and Development.
Lot 6. Integrated Programme Management and Resourcing.
Support for Company and Organisation Establishment projects.
Lot 7. Integrated Programme Management and Resourcing.
Support for Irish Water Functions Establishment projects.
Lot 8. Central Programme Management Office Support.
Lot 9. Quality Assurance.
The central locations for each lot are Dublin & Cork (mainly Dublin).
Successful tenderers will be appointed to the Bord Gáis Éireann framework for professional services for a period of four (4) years, with the option to extend for a further one (1) year, subject to an annual review after year four (4) and at the sole discretion of Bord Gáis Éireann.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of the Procurement Manager to cwhite@bge.ie. The questionnaire will cover the financial, economic and technical capacity of the candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17:00 hrs Tuesday 4.9.2012. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure. BGE reserves the right to have recourse to a staged procedure to gradually reduce the tenders to be negotiated. (ET Ref:468292).

It is envisaged that this lot will involve a single-party framework agreement.

In order to bid for Lot 8, tenderers must also bid for either Lot 4 or Lot 6 or both.

The tenderer who is awarded Lot 9 cannot be awarded any other Lot. Lot 9 will therefore be evaluated after all other Lots have been awarded.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Bord Gáis Éireann considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Bord Gáis Éireann also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Bord Gáis considers appropriate.
