The purpose of this pre-qualification questionnaire is to provide the Bank with options for consideration in respect of the potential insourcing/outsourcing of all or part of the following services - IT, Facilities, back-office operations and Human Resources. If IBRC were to proceed with an insourcing/outsourcing arrangement the Bank would ideally seek the provision of all Services from a single supplier, or consortium but may consider alternative proposals. The potential services required (โ€œServicesโ€) are described in Section 3. A shortlist of applicants from this pre-qualification phase will be drawn up based on IBRCโ€™s assessment of the applicantโ€™s ability to meet its requirements. The shortlisted applicants may be invited to submit a detailed response to a Request for Proposal (โ€œRFPโ€) if IBRC elect to proceed to the next stage. In such an event the top-scoring applicant from the RFP process would be invited to contract with IBRC for a period of 5 years with a potential option to extend, to align with the Business Plan submitted to the Irish Government.

If the application is from a consortium or joint venture the questionnaire must be fully completed for each party. The questionnaires should then be submitted as a single application. These questionnaires will then be evaluated and marked as a single application. All submissions are taken into account and evaluated initially on a pass/fail basis as if the information was submitted in one single questionnaire.

Objective criteria for selection:
At the discretion of IBRC, at least the top three scoring applicants, who fulfil the minimum rules and criteria for selection, will be shortlisted. In the event that IBRC proceeds to an RFP the shortlisted applicants will be invited to tender, provided that sufficient numbers are qualified from those who expressed an interest.
