Health Service Executive (HSE)

The HSE invites tenders from suitably qualified service providers for appointment to a ‘Framework Agreement’. The purpose of the ‘Framework Agreement’ is to provide the requisite specialist services to support the development of its ICT based National Integrated Services Framework (ISF) Project.
The HSE ICT Directorate has identified 12 workstreams associated with the ISF project. For the purposes of awarding this Framework Agreement, these workstreams are grouped into the following Lots:
Lot 1 – EHR Integrated Services.
Work-stream-1: EHR Integrated Services - Overview & Approach.
This workstream is already at an advanced stage; the HSE may seek additional inputs from successful appointees on the Framework Agreement at its discretion.
Lot 2 - Technical Infrastructure.
Work-stream-2: Technical Infrastructure Work Stream.
(ICT Platforms, Technologies & Asset Base).
Work-stream-3: Applications Reference Base.
(Applications Portfolio, Standards & Toolsets).
Work-stream-4: Integrated Systems Management.
Lot 3 – High Level Business Process.
Work-stream-5: High Level Business Process Specification.
Lot 4 - Information Architecture.
Work-stream-6: Information Architecture Model.
Work-stream-7: Data & Information Repository.
Work-stream-8: Transformation, Interfacing & Sourcing.
Lot 5 - Access.
Work-stream-9: Identity, Access & Consent Management.
Work-stream-10: EHR Portal & Presentation.
Lot 6 - Governance.
Work-stream-11: Architecture Documentation.
Work-stream-12: Governance Model.
The HSE expects to award in the region of 5 appointees for each Lot on the Framework Agreement.
