RTE, the Irish National Broadcaster, wishes to procure software development & support services consisting of:
— Enhancements to existing RTE in house developed web, audio and video content management systems. These systems are mainly developed using Microsoft Visual Studio .Net Platform,
— Code-level support for the above systems and any enhancements made to them,
— The provision of on-site service as required to enhance and support these systems.
This includes the provision of technical specifications, high level design, project management, solution architecture, detailed design, development, test, system integration, support of user acceptance testing, implementation services, support services and documentation services.
Expressions of interest are requested from companies who feel they have competencies in this area. The contract will be for 2 years renewable annually with an option to extend.

Suitability to pursue the professional activity:

As part of their tender submission (at the next stage of this process), each tenderer will be required to complete and sign at the appropriate management level a Declaration of Bona Fides. This attests to their position in relation to bankruptcy, professional conduct/misconduct, payment of social security and taxes, supply of information in relation to health and safety, quality assurance as well as misrepresentation in supplying information relating to the criteria for qualitative selection of the contract. 3 paper copies of the response and one electronic copy of the response on CD or DVD should be submitted.

Economic and financial standing:

Interested parties should forward the following information:

— A current bankers reference,

— Evidence of overall turnover for the past 3 years. This may be provided via audited accounts or a statement from your auditor confirming turnover figures. Evidence of current public and employee liability insurance and other applicable insurance cover and the amount of cover,

— Details of ownership and funding.

Minimum level(s) of standards: Minimum 4 000 000 EUR turnover per annum over the last 3 years.
Technical and professional ability:

Interested candidates should forward the following information:

— Company details including manpower levels, organisational structure and staff locations,

— Comprehensive details of staff and contracted personnels location,

— Experience and skills in architecture and design of web solutions based on the Microsoft .Net development platform (C?, ASP, MVC), MS Sql Server,

— Experience and skills in web development using Adobe Flash, XSLT, Django/Python.

Please include sample CVs and provide information on the overall level of expertise of staff within the organisation on the above platforms.

— Comprehensive details of experience enhancing and supporting a code base originally developed by a 3rd party,

— Comprehensive details of the methodology and approach taken to knowledge transfer for legacy systems, and the methodology and tools used during the entire systems development and support lifecycle including samples of documentation produced as part of this process,

— Details of quality assurance systems and certification in place,

— Details of relevant experience of development and support of web content management systems,

— Details of projects requiring a minimum of 300 man days development delivered in the last 3 years,

— Details (including client names, contract value, and description and delivery date) of any web development projects within the media sector,

— Indicative rate cards and proposed approach to costing and agreeing project costs for enhancements,

— Details on approach to providing on site services during the design, acceptances test, implementation and support phases of a project.

Minimum level(s) of standards:

Minimum of 40 staff directly engaged in the software development and implementation process.

Minimum 5 years experience in provision of software development services to industry.
