Programme of air emissions monitoring at selected Dioxin (and Standard) IPPC licensed sites

Operators are required to carry out programmes of self-monitoring and report the results to the OEE. As part of its regulatory functions and to provide public confidence, the OEE carries out an annual programme of independent atmospheric emission monitoring of Dioxin emissions (and associated Standard emissions) from selected IPPC sites each year. The OEE wishes to outsource this programme of independent monitoring by means of a competitive tender. The contract will be of approximately 3 years duration (project must be completed by the end of 2014).

The contract is planned to start around January/February 2012. Reconnaissance visits and reports should be completed by April 2012. The first yearโ€™s monitoring programmes may commence as soon as the relevant Recci visit has been completed, and the 1st yearโ€™s monitoring is to be completed by October 2012, with the reporting part to be completed by December 2012 (with draft reports on individual monitoring visits being available within 4 weeks of the visit and a final hard copy report being supplied with two weeks of receipt of Agency comments). A similar time scale would also apply in the subsequent years 2, and 3 with the monitoring and reporting to be completed by October, and December respectively. (ET Ref:271752).
